We have received disturbing news from African Eye News Services in Mpumalanga that two of its journalists were harassed by government officials whilst on duty to cover a government staff protest in Nelspruit on June 30. Two reporters, Chuene Hamese and Sylvester Lukhele were assigned to report the story. They identified themselves to the security at the entrance to the building and were escorted to the hall were the staff were gathered. While they were there, they were confronted by senior managers of the finance department who protested at their presence. One reporter was detained by security on the instruction of management and a camera, notebook, camera bag and various documents were taken from him. He was later released and documents were also returned undamaged.

We feel strongly that this latest move amounts to an assault against Hamese and Lukhele, and against press freedom in the country generally. It seems as if some government officials will go to ridiculous lengths to prevent coverage of staff actions and the possible revelation of mismanagement. This deliberately interferes with the free flow of information.

We also find it very disturbing that Hope Mabaso, the department's communication officer told the reporters that he supported the confiscation of the camera and did not care what the national or international repercussions there were as a result of this action.

FXI believes that freedom of the press is a fundamental right and without it, a country loses any claim to a democracy. We strongly urge your office to refer to Section 16 of our Bill of Rights which guarantees freedom of the press. The declaration of Rights and Obligations of Journalists (Munich Charter) says that all rights and duties of journalists originate from the right of the public to be informed. It is important therefore that government officials uphold this fundamental right because citizens deserve to know what's happening in the public sector.

We therefore appeal to you to ensure that your staff understand and appreciate the importance of press freedom and the free flow of information. To assist them in this regard, we strongly recommend that you establish guidelines to prevent any similar incidents in future.
