 Marching for affordable phone tariffs at theTelkom Head Offices, Tshwane 2005 The Media and ICT Programme of the Freedom of Expression Institute (FXI) aims to increase pro-diversity and popular access to media, broadcasting and telecommunications policy in South Africa. The Programme targets the public broadcaster, the South African Broadcasting Corporation (SABC), which is undergoing another round of restructuring and the broadcasting and telecommunications regulator, the Independent Communications Authority of South Africa (Icasa), whose independence and financial viability is still a source of contestation. The programme also takes up public broadcasting and communications regulation on a regional level, and the former on an international level within the context of existing campaigns in defence of public broadcasting. Lobbying is also conducted on media ownership and control regulations, particularly focusing on the trend in the media industry towards vertical and horizontal concentration. Lobbying also takes place in relation to the viability and independence of the community radio section, especially in relation to the licensing process; this lobbying targets Icasa and the Media Development and Diversity Agency in the main. The programme also campaigns for implementation of affordable Universal Service in telecommunications, ensuring that this objective is not discarded due to financial or political considerations. The common thread that binds these various project issues is that freedom of expression can only be truly realized in a diverse media environment where people have access to the means of expression.
